TRULINCS is a fee-based system that the inmates have to pay to send or receive email. Unlike commercial sites that allow the correspondents to send an email which is then printed and mailed to an inmate, this TRULINCS service provides direct email access to federal inmates. The inmates have to pay $0.05 per minute for use of this computer system. And the inmates are able to print messages at a cost of $0.15 per page. For your information, sending a message to someone can cost up to $0.30.
Based on the research, not all federal inmates have Corrlinks access. And the inmates can be barred from using the Corrlinks service if their crimes involve the use of a computer in any manner. The system does not allow the inmates access to the Internet. Also, all incoming and outgoing messages are monitored. Aside from that, emails are limited to 13,000 characters. No attachments are allowed. The attachments are going to be removed, which occasionally corrupts the rest of the message. The content of the email does not jeopardize the public or the security, safety, or orderly operation of the correctional facility.

The inmates have to add the email address for their community contact into their TRULINCS contact list so it results in a system-generated email which is sent to the email address. The email will tell the community contact that the inmate has requested to email with them, and that they have to go to Corrlinks.com and also input a code contained in the email to activate the account. After it is activated, the community contact and the inmate will be able to email each other.
You do not think that this is the same as traditional email because it is very different. By using TRULINCS computer consoles in their housing units, the inmates are able to send emails to the community contact and the community contact needs to log into their Corrlinks account so that they are able to receive or send emails.
