How to Get a Passport Seva Identity Certificate

Identity Certificate is a certificate whose holders, including Tibetan refugees and stateless people, can reside in India. The Regional Passport Office, Delhi, is the authorized party that can issue the Identity Certificate, on recommendation by the Bureau of His Holiness the Dalai Lama, New Delhi.

To get the Identity Certificate, you’ll have to apply for an application form at RPO Delhi. Thankfully! The Identity Certificate can now be processed via Passport Seva by downloading the form first. Okay, let’s dive into our post to see how to get the form!

Getting an Identity Certificate Form Via Passport Seva: Here’s How!

An Identity Certificate is usually issued for 10 years. For more information, Tibetan refugees who reside in India can apply for it at RPO Delhi. While stateless people who reside in India need to apply for it at the passport office within whose jurisdiction they currently live. To make it easier for you to apply for an Identity Certificate, you can do it via Passport Seva. It’s important to note that Passport Seva only allows people to submit the form online and does not issue a printed Identity Certificate. Well, the party authorized to issue the Identity Certificate is the Regional Passport Office, Delhi (RPO Delhi).

There are two ways to apply for Identity Certificate via Passport Seva, including:

Method 1: Via e-Form Submission

  • All you need to do is download the Identity Certificate form here.
  • After it is downloaded, you can click the “Validate and Save” button in it.
  • By clicking on it, it will bring up an XML file that will be prompted later for uploading to the system.
  • Now, you need to register via the Passport Seva Online Portal. To do so, you can click “Register Now.
  • After your registration is successful, you can then log into the Passport Seva Portal with the registered Login ID.
  • Then, you need to upload the XML file via “Upload e-Form.” Make sure not to upload the PDF form at this stage since only XML files will be accepted by the system.
  • To get the printed application form, you can take it via the “View/Print Submitted Form” link that you can access on the View Saved/Submitted Applications page.
  • Last, you can bring a printed copy of the online-filled Identity Certificate application form and the original documents to the Consular, Passport, and Visa (CPV) Division, Patiala House, New Delhi/Passport Office (PO), which are attached to your present address, to submit your application.

Method 2: Via Online Form Submission

  • All you need to do is create an account for the Passport Seva portal here.
  • Once there, you need to click “New User Registration.”
  • On the following page, you need to fill out the form by providing your information.
  • After you already have an account, you can log into the Passport Seva portal with your credentials.
  • Then, click the “Apply for Identity Certificate” link.
  • On the next page, you’ll need to fill in the required details in the form and then submit it.
  • You can get the printed application form via the “View/Print Submitted Form” link that you can access on the View Saved/Submitted Applications page.
  • Last, you can bring a printed copy of the online-filled Identity Certificate application form and the original documents to the Consular, Passport, and Visa (CPV) Division, Patiala House, New Delhi/Passport Office (PO), which are attached to your present address, to submit your application.
